Vision, Vision State, Target, Target State: The Four Layers Explained
A complete ambition has four layers: Vision (long-term direction, no deadline), Vision State (what it concretely and measurably looks like once reached, the layer almost always missing), Target (the same vision, scoped to 12 months), and Target State (the vision state as a measurable milestone at 12-18 months). Most organisations write a vision and jump straight to targets, skipping the "state" layers that actually define what success looks like in practice, which is why so many strategies stay impossible to measure.

Why "vision state" is the layer that changes everything
A vision says a company will lead its market on sustainability. A vision state says specifically what that looks like, which certifications, which customer perception metrics, which competitive position, in language concrete enough that two people would agree on whether it has been reached. Without it, "have we achieved the vision" is a matter of opinion forever.
How the four layers relate to each other
Vision state is the destination; target state is the next checkpoint on the way there, scoped to 12-18 months. Every target state should be traceable back to the specific vision-state element it serves, if it isn't, it's probably a disconnected initiative that happens to point in a vaguely similar direction.
A quick way to test whether you have all four
Ask your leadership team to describe, in one sentence each, what the vision is, what it concretely looks like reached, what the 12-month target is, and what that target concretely looks like reached. If any of the four answers is missing or vague, that's the layer to build next.
